Independent Verification and Validation (IV&V)

Independent Verification and Validation is a structured quality assurance discipline in which an organization with no stake in the development outcome evaluates whether a software system or deliverable was built correctly and whether it solves the right problem. Verification asks whether the system was built according to its specifications. Validation asks whether the specifications themselves were the right ones to build against. Federal agencies apply IV&V to high-risk, high-value IT programs because internal development teams are not well-positioned to objectively assess their own work.

What is IV&V?

IV&V is performed by an entity that is technically, managerially, and financially independent of the development contractor. NASA's Independent Verification and Validation Program, established in 1993, is one of the most prominent examples in government: it provides IV&V services to safety-critical spaceflight and aeronautics software. The Department of Defense uses IV&V on major defense acquisition programs under DoD Instruction 5000.02, and the Government Accountability Office has repeatedly recommended IV&V as a best practice for large federal IT modernization efforts.

In practice, an IV&V contractor reviews requirements documentation, design artifacts, test plans, and code to assess whether the development contractor is on track. The IV&V team runs its own independent tests, issues findings, and reports directly to the program office or an executive sponsor. This separation from the development contractor is the defining feature: an IV&V team that reports to the same program manager as the developer does not provide true independence. FAR and agency-specific acquisition regulations do not universally mandate IV&V, but agency internal policies and OMB guidance on major IT investments often require it when a program exceeds defined cost or risk thresholds.

Why it matters for contractors

For development contractors, IV&V introduces an external observer whose findings can affect program decisions, contract modifications, and continuations. A development team that understands IV&V processes early in a program can maintain documentation, test coverage, and traceability matrices that satisfy IV&V review requirements without last-minute remediation. Contractors who resist IV&V access or fail to provide requested artifacts on schedule create the kind of transparency gaps that program offices interpret as risk signals.

For IV&V contractors, this is a distinct and growing market. Agencies increasingly separate IV&V work from development work in solicitations, creating dedicated IV&V contract vehicles. Strong IV&V capabilities in areas like enterprise resource planning modernization, cloud migration, and AI system deployment are in demand as agencies take on technically complex programs where independent oversight is essential to managing taxpayer risk.

Example

A federal civilian agency procures a new benefits processing system under a firm-fixed-price development contract valued at sixty million dollars. Because the program is classified as a major IT investment under OMB Circular A-130, the agency separately awards an IV&V task order to an independent firm. The IV&V contractor reviews system requirements against mission needs at each major milestone, runs parallel acceptance testing, and issues a finding that two critical data migration scripts have logic errors that would produce incorrect benefit payment calculations. The development contractor corrects the scripts before go-live, avoiding a costly post-deployment remediation effort. The program manager credits the IV&V program with catching the defect before it affected beneficiaries.
