What is OASIS+?

The vehicle is structured into several pools, each corresponding to a NAICS code grouping, so contractors compete for placement in the pool that best fits their core competencies.
GSA awards contracts at the pool level through a best-value evaluation that scores experience, past performance, and other technical factors. Once a contractor holds an OASIS+ contract, individual agencies issue task orders competitively among pool members. Task orders can be cost-reimbursement, fixed-price, time-and-materials, or hybrid contract types, giving agencies flexibility for complex, long-duration programs.
The legal framework for OASIS+ rests on FAR Subpart 16.5 (indefinite-delivery contracts) and FAR Part 17 (interagency acquisition authorities). The vehicle is structured as a Best-in-Class (BIC) contract, which means the Office of Management and Budget has designated it a preferred government-wide solution that agencies are encouraged to use in lieu of establishing their own vehicles.
Why it matters for contractors
Holding an OASIS+ contract is a significant competitive advantage for professional services firms. Because it is government-wide, a single OASIS+ contract provides access to task order competitions across every civilian agency, reducing the cost and time of competing for vehicle access on an agency-by-agency basis.
OASIS+ has separate small business tracks, including unrestricted and small business pools, allowing small firms to compete exclusively against other small businesses for task orders. Contractors on the small business tracks can capture work that would otherwise flow to large primes. The vehicle also permits teaming arrangements, so a prime holding an OASIS+ contract can bring in subcontractors for specific task orders without each subcontractor needing its own vehicle award.
Because OASIS+ uses a continuous evaluation approach with periodic on-ramps, firms that did not win an initial award have opportunities to compete for a spot as the vehicle matures.

A mid-size management consulting firm holds an OASIS+ small business pool contract. The Department of Energy issues a task order solicitation for organizational change management support on a five-year program. The firm receives the solicitation directly through the GSA eBuy system, submits a task order proposal against its existing OASIS+ contract, and, if selected, executes work under the umbrella of that pre-established vehicle rather than going through a full open-market procurement.
