Point of Contact (POC) in SAM

A Point of Contact (POC) in SAM.gov is a named individual designated within a contractor's entity record to serve as the official contact for specific administrative functions. SAM.gov supports several distinct POC roles, each serving a different purpose in the contracting and payment process. Keeping POC information current is a registration maintenance obligation, and outdated or unreachable POC contacts can cause missed communications, delayed renewals, and payment processing problems.

What is a Point of Contact in SAM?

SAM.gov entity records include multiple POC fields. The primary POC types are the Government Business POC (the main contact for contracting officers and agency representatives), the Electronic Business POC (the contact for electronic data interchange and payment matters), the Past Performance POC (the contact for past performance evaluations), and the Marketing Partner Identification Number (MPIN) administrator. Each POC designation requires a name, title, telephone number, and email address.

The Government Business POC is the individual contracting officers contact when they have questions about an entity's registration, capabilities, or administrative matters. This person should be reachable and empowered to respond to agency inquiries. The Electronic Business POC receives correspondence related to EFT payment setup, ACH returns, and payment-related queries from the Treasury Department. If the EFT payment information on file generates a returned payment, the Electronic Business POC is the first point of contact for resolution.

POC information does not automatically sync with personnel changes inside the contractor's organization. If the designated POC leaves the company or changes roles, the contractor is responsible for updating SAM.gov. An email address attached to a departed employee will not receive renewal reminders or agency communications, which can result in registration lapse without the company's awareness.

Why it matters for contractors

Contracting officers routinely use SAM.gov POC information to reach contractors for pre-award inquiries, responsibility determination questions, and administrative matters. A POC email address that bounces or a phone number that is disconnected signals poor administrative management to a contracting officer and can create unnecessary delays in the award process.

For payment purposes, Treasury uses the Electronic Business POC contact to resolve returned payments and EFT setup issues. A payment returned due to a closed bank account will be held until the Electronic Business POC responds with corrected banking information. If that POC is no longer with the company, the payment can remain on hold indefinitely.

SAM.gov also sends all registration renewal reminders to the registered POC email addresses. A company that fails to update POC information after staff turnover may not receive any renewal notice, leading to an unexpected registration lapse.

Example

A technology firm registers in SAM.gov and designates its CFO as the Government Business POC and a departed accounts payable manager as the Electronic Business POC. When Treasury processes a payment and the firm's bank account number has changed since the EFT registration, the returned payment notice goes to the former employee's email, which is now inactive. The payment sits in suspense for three weeks until an agency finance officer tracks down the correct contact through alternative means. A simple POC update in SAM.gov -- taking less than 15 minutes -- would have prevented the delay.
