What is VA Electronic Contract Management System (VA eCMS)?

VA eCMS is used by VA contracting officers across the Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), and National Cemetery Administration (NCA), as well as VA Central Office, to create, manage, and execute procurement actions. The system supports the creation of solicitations, the evaluation of offers, the issuance of contract awards and modifications, and the generation of required procurement data reports.

Solicitations and award notices originating in VA eCMS are published to SAM.gov in compliance with FAR Part 5 public notice requirements. VA frequently uses its contracting authority under 38 U.S.C. 8127-8128 (the Veterans First Contracting Program) to set aside acquisitions for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs) before applying other socioeconomic set-aside authorities. VA eCMS supports these set-aside determinations and tracks award data across the VA's extensive contracting footprint, which encompasses one of the largest healthcare procurement budgets in the federal government.

Vendor-facing interaction with VA eCMS is primarily indirect. Contractors respond to solicitations through SAM.gov or, for certain VA-specific requirements, through the VA vendor portal, and contracting officers manage the downstream award and administration workflow within eCMS. Electronic invoice submission for VA contracts is handled through the VA's Tungsten Network (formerly OB10) connection or the IPP (Invoice Processing Platform), not through eCMS directly.
