FedBizOpps, commonly abbreviated FBO, was the primary federal government website for posting and searching contract opportunities above the simplified acquisition threshold. It operated from 2001 until November 2019, when it was decommissioned and fully replaced by SAM.gov. All contract opportunity data that was on FBO is now accessible exclusively through sam.gov.

What is FedBizOpps (FBO), Legacy?

FedBizOpps was created to satisfy the requirement under FAR Subpart 5.1 that agencies publicly post solicitations and pre-solicitation notices so that any interested contractor could identify and respond to federal opportunities. Before FBO, agencies used CBD (Commerce Business Daily), a paper-based publication, to meet their public notice obligations. FBO moved this entirely online and became the central repository for solicitations, amendments, award notices, sources sought notices, and presolicitation notices across all federal civilian agencies.

Contracting officers were required to post all synopses and solicitations for acquisitions expected to exceed the simplified acquisition threshold (then $150,000) on FBO, consistent with FAR 5.101 and the Federal Acquisition Streamlining Act of 1994 (FASA). The 15-day minimum posting period for competitive solicitations and other publication rules applied directly to the FBO posting process.

The transition to SAM.gov was managed by GSA under its Integrated Award Environment (IAE) program. GSA ran the beta.SAM.gov environment in parallel with FBO from 2018 onward, then fully cutover in November 2019. Historic FBO solicitation records were migrated and remain searchable on SAM.gov under the contract opportunities module.

Why it matters for contractors

FBO is no longer a live system, but it remains relevant for contractors in several practical ways. Older agency acquisition strategies, incumbent contract files, and historical market research often reference FBO solicitation numbers and posting histories. Understanding that those records now live on SAM.gov helps contractors locate prior solicitations for incumbent analysis, protest research, and competitive intelligence.

Contractors researching an agency's past procurements for a recompete can search SAM.gov's contract opportunities module using the original solicitation number or a keyword search, and they will find historic postings that originated on FBO. This historical data informs bid decisions, pricing benchmarks, and understanding of what agencies have previously required.

Example

A proposal team is preparing a bid for a network infrastructure recompete. They want to review the original solicitation from the previous contract cycle, which was posted in 2017 on FedBizOpps. They search SAM.gov using the original solicitation number and find the migrated record, including the original statement of work, evaluation criteria, and award notice. The historical data informs their technical approach and helps them calibrate pricing against the prior award value.
